On August 28, 2020, the Urban Innovation Development Forum (Yiwu) themed with focus on “incubation-transformation-industrialization” industrial innovation and upgrading of Yiwu, co-sponsored by the People’s Government of Yiwu and Beijing IE STREET Holdings Co., Ltd. affiliated to THTI, was held in YIwu IE Street. The event was designed to further advance the national strategy of widespread entrepreneurship and innovation, boost the economic development of Yiwu and upgrading and transformation of its traditional manufacturing industry, promote resource sharing, and build the urban innovation ecosystem.
About 200 guests were present at the event, including leaders of the People’s Government of Yiwu, of China Society of S&T System Reform, and of Torch High Technology Industry Development Center of Ministry of Science and Technology; and representatives of International Technology Transfer Center of Tsinghua University, of well-known enterprises, of financial investment institutes, and of universities and colleges, etc..

Jia Wenhong made a speech
Vice Mayor Jia Wenhong stated in her speech that through the years, Yiwu, besides stimulating trade development, has also put the priority on transforming and upgrading science and technology, the manufacturing industry and other industries. Meanwhile, Yiwu is emphatically introducing some technology-based enterprises, and accelerating the driving force of technological innovation whilst building the manufacturing industry engine.
Yiwu takes on one important task in urban enabling, namely, builds itself, by improving its business environment, into a model city with the world-class business environment. That IE Street is settled in Yiwu symbolizes the implementation of introducing a heavyweight industrial platform of technological innovation. A growing number of sci-tech talents and projects are expected to be settled in Yiwu, we will spare no effort to develop this Street into a national benchmarking project and inject robust energy into industrial development of Yiwu.
Wang Yu made a speech
Wang Yu, Secretary-General of China Society of S&T System Reform, expressed in his speech that General Secretary Xi Jinping emphasized that “technological innovation catalyzes new growth drivers”, and pinpointed it as the key to form the mutual promotion between domestic and international bi-circulation which is dominated by great domestic circulation. China Society of S&T System Reform is committed to studying new development issues and major topics of future development strategies; innovating mechanisms and models, pushing forward collaborative innovation of disciplines, fields, industries and regions, and building new ecosystems and business forms; and promoting optimized combination of sci-tech resources and relevant natural resources, etc.. In April this year, China Society of S&T System Reform set up the Specialized Committee of Innovation and Entrepreneurship, and the establishment of the Branch Center of the Committee in Yiwu is a new measure to propel the IE atmosphere of Yiwu by using resources.
Sun Qixin made a speech
Sun Qixn, Deputy Director of Incubator Management Office of Torch High Technology Industry Development Center of Ministry of Science and Technology, said that in the new era, entrepreneurship incubation shall adapt to new situation requirements, and we should make key breakthroughs in optimizing development structures, perfecting regional layout, solidifying enabling platforms, enhancing the service competence and focusing on high-end talents whilst adhering to the principle of quality priority. It is imperative to expedite the transformation from carrier construction to subject cultivation, from focus on enterprises to industry fostering, from fundamental services to value-added services, and from chain incubation to innovation and entrepreneurship ecological upgrading, and carve a path of innovative incubation featuring specialism, industrialization, ecologism, internationalism and sustainability.
Mao Yingwei made a speech
Miao Yingwei, Chairman of Beijing IE Street Holding Co., Ltd., mentioned that the company had been upholding the position of being a good urban development service provider, and endeavoring to seek steady progress in innovative enterprise incubation, sci-tech achievement transformation and entrepreneurship carrier optimization since its inception. During the four years after its establishment, the company has launched over twenty projects in sixteen cities across China. The company keeps exploring the liaison between precious scientific research achievements obtained by Tsinghua University and Chinese Academy of Sciences and enormous industrial demands of local cities. Wang Fenyu made a speech
Wang Fenyu said, in Ten Trends of Innovation and Entrepreneurship in the New Economic Era, that innovation and entrepreneurship will tend to advance over a wider range, on a higher-level, in greater depth, and with more precise policies, upgrade ecological dimensions and higher precision governance capacity, strongly link value realization to capital, and make the development pattern more open. The innovation and entrepreneurship will also enable traditional industries with new technologies, enhance industrial efficiency, lower industrial operation costs and optimize industrial forms, and realize the transformation upgrading of and deep integration between the entity economy and industries. For the upgrading and development of innovation and entrepreneurship, it is necessary to play the decisive role of the market at full capacity in resource allocation, collect total-factor resources centering on innovation chains and industry chains, and realize the development pattern of “value discovery – value transformation – value promotion – value realization”.
Li Shuangshou made a speech
Li Shuangshou introduced the case, in his speech titled New Infrastructure Facilitates the Development of New Business Forms, that iCenter of Tsinghua University built an integrated “IE” service ecosystem through “artificial intelligence + manufacturing + Internet + maker space” in exploration practices. He added that new infrastructure supported the development of new business forms and would lead to another transformation and upgrading wave for the traditional manufacturing industry with the constant integration of the new infrastructure. Intelligent manufacturing will, with robots and other smart devices as the carriers and data association as the main road, and relying on big data analysis technologies, become a new growth point for enterprises.
Cheng Fang made a speech
Cheng Fang, in his speech titled Advent of Public Placement REITs - Road of Assets Enhancement for Science Parks, expressed that, public placement REITs, as new investment instruments in the market, are characterized by strict supervision, low risk and low return, and have advantages of high valuation, large financing scale, loose capital use and easier whole-life exit, etc. When enterprises seek for development through deep binding with REITs in science parks, three principles shall be followed: 1. They shall, while participating in strategic placings or public placement subscription, share the right to earnings (but have no ownership or management rights) which is used to bind their positivity; 2. They shall sign project operation management agreements with fund managers and can increase the voice in operation via LP agreements; 3. They shall carry out strategic cooperation with funds companies and securities traders to realize the cooperation expansion of park development and operation.
It is the long-term goal for YIwu IE Street of THTI to create more favorable conditions for industrialization of technological innovation achievements by focusing on “incubation – transformation - industrialization” industrial innovation and upgrading of Yiwu; YIwu IE Street will, by relying on the resources of Tsinghua University and Chinese Academy of Sciences and regarding value creation as the core, work together with industry partners to break down barriers among technologies, industries, capital, talents and other resources, guide technology-based enterprises to be settled in Yiwu, thus generating strong internal driving forces for the urban innovation development of Yiwu.
